Role Summary
As a key member of Team Operations, the HR & Admin Assistant Manager will be responsible for overseeing the full spectrum of human resources and general affairs. This role requires a highly experienced HR professional who can balance hands-on employee support with strategic management advice. You will ensure operational excellence while maintaining high standards of integrity, fairness, and neutrality.
Key Responsibilities
Human Resources (HR)
- Strategic Advisory: Provide expert advice to management on HR strategies and organizational development.
- Employee Relations & Support: Act as a dedicated HR Generalist, addressing a wide variety of inquiries and requests from a diverse workforce with high responsiveness.
- Performance Management: Manage the performance appraisal process and coordinate career development initiatives.
- Labor Relations: Resolve labor-related issues and ensure full compliance with Japanese labor laws, Work Rules (就業規則), and labor-management agreements (36 Agreement, etc.).
- Payroll & Benefits: Oversee payroll administration and social insurance processes to ensure accuracy and compliance.
- Talent Acquisition: Develop and execute recruitment plans (approximately 20% of total workload).

Training & Development: Design and implement employee training programs to enhance organizational capabilities.
General Affairs (Admin)
- Office Management: Oversee facility management, office supplies, and equipment maintenance.
- Corporate Services: Manage incoming/outgoing mail, documentation, and other general administrative functions to ensure a smooth work environment.
- Emergency Response: Support the development and implementation of emergency and disaster response guidelines.
Required Skills & Qualifications
- Experience: 10+ years of professional experience in HR and General Affairs, with a proven track record as an HR specialist.
- Legal Knowledge: Solid understanding of Japanese Labor Standards Act and related regulations.
- Language: Advanced proficiency in English (both written and verbal) and nativelevel Japanese.
- Interpersonal Skills: Exceptional communication skills with the ability to build trust across all levels of the organization.
- Core Values: Must demonstrate high integrity, fairness, and the ability to maintain neutrality in sensitive situations.
- Adaptability: Ability to handle non-routine, "adhoc" tasks with a proactive and problem-solving mindset.
