About the Team

The Technical Program Management (TPM) team acts as a critical force multiplier for the engineering organization. We are the connective tissue that drives the execution of complex, cross-functional initiatives. This role is specifically aligned with our Tech Platform pillar, which includes foundational teams like Core Payments, Data Engineering, and Infrastructure/SRE. These teams are responsible for building and maintaining the scalable, reliable, and efficient systems that all other product teams at PayPay build upon.

 

Job Description

As a Senior Technical Program Manager for Tech Platforms, you will be responsible for driving our most critical engineering initiatives. You will lead programs focused on tech enablers—projects that improve our core architecture, optimize performance, enhance developer productivity, and ensure our systems can scale for the future.

You will operate at the intersection of engineering, product, and strategy, diving deep into system design and architecture to help our platform teams deliver robust solutions. This is a highly influential role where you will manage projects of high complexity and business impact with minimal supervision, ensuring our technical foundation remains strong and innovative.

 

Main Responsibilities

  • Lead the planning, execution, and delivery of large-scale, cross-functional programs for our tech platform teams (Core Payments, Data Engineering, Infra/SRE).
  • Define program scope, objectives, and deliverables for complex tech enabler projects, including security fixes, addressing tech debt, major refactoring, service re-architecture, and cloud infrastructure migrations.
  • Proactively identify and manage risks, dependencies, and blockers, driving them to resolution by working with senior technical stakeholders across the organization.
  • Establish and maintain clear and effective communication channels, providing regular status updates on program progress to engineers, managers, and executive leadership.
  • Partner closely with Engineering Managers and Directors to align on priorities, resolve resource conflicts, and ensure programs are on track to meet strategic objectives.
  • Dive into technical discussions, contributing to architecture and design reviews to ensure solutions are scalable, reliable, and efficient.
  • Champion and implement improvements to our engineering processes, driving a culture of operational excellence and continuous improvement.

 

Qualifications

  • Bachelor’s degree in Computer Science, a related technical field, or equivalent practical experience.
  • At least 6-8+ years of experience as a Technical Program Manager, Technical Project Manager, or Software Engineer.
  • Experience managing the complete Software Development Life Cycle (SDLC) for technical projects.
  • Experience working directly with engineering teams on platform, infrastructure, or complex backend systems.
  • Strong knowledge of Agile methodologies and project management tools like Jira and Confluence.

 

Preferred qualifications

  • 8-10+ years of experience as a Technical Program Manager.
  • Proven track record of successfully delivering large-scale programs for core payments platforms, data engineering (e.g., data pipelines, warehousing), SRE, or cloud infrastructure teams.
  • Demonstrated experience managing tech enabler programs, such as managing tech debt backlogs, coordinating security fixes, and leading major refactoring efforts.
  • Adept at acquiring the necessary technical domain knowledge to be an active participant in decision-making with engineering leaders.
  • Exceptional stakeholder management skills with a proven ability to influence without authority and build consensus among senior engineers and leadership.
